Regular Council Meeting
January 5, 2010
Meeting called to order by Mayor Pro Tem Tucker at 7:00pm.
Present were Mayor Pro Tem Edward Tucker, Councilman Cameron Andrews, Councilman Randall Wright, Councilman
Robert Smith , City Administrator Patrick Eidson, and City Attorney Rebecca Tydings.

Welcome extended to all by Mayor Pro Tem Tucker who recognized the following distinguished guests: Houston
County Chairman Ned Sanders , Houston County Commissioner(s)Tom McMichael and Jay Walker, Doctor Dan
Callahan(Centerville resident), Executive Director Houston County Development Authority Morgan Law, Executive
Director of Hodac Cathy Hart, City of Warner Robins Councilmember(s) John Williams and Bob Eubanks, Former Mayor of
Centerville Ronnie Brand, Warner Robins Convention and Visitors Bureau Representative Marsha Buzzelle.
Adoption of Minutes: Motion made by Councilman Wright to both sets of minutes as written; seconded

Official Swearing in Ceremony of Mayor John R. Harley: Houston County Superior Court Judge Edward D. Lukemire read
oath and Mayor Elect Harley affirmed oath by saying “I do”. A copy of oath attached to and made part of
official minutes.

Mayor Pro Tem Tucker turned the meeting over to Mayor Harley at 7:13pm.
Mayor Harley publicly thanked Judge Lukemire and other distinguished guest for coming to the meeting.
Old Business None
New Business Alcohol Business License: RIDDHU, LLC dba KWIK TIP (owner: Adityakumar
Patel): Councilman Tucker reported that the
application is in order. A copy of business license application provided to Governing Authority for
review. Mr. Patel not present at the meeting.
Motion made by Councilman Tucker to approve Alcohol Business License; seconded by Councilman Smith.
Councilman Andrews opposes. Motion carried.
2010 Appointments: Mayor Harley entertained motion to adopt the following appointments for
2010. A blanket motion made by Councilman Tucker to approve 2010 appointments; seconded by Councilman
Andrews. Motion carried.

· Municipal Court Solicitor Susan McNally
· Municipal Court Public Defender Rabb Wilkerson
· Administrative Law Judge Herb Wells
2010 Mayor Pro Tem: Motion made by Councilman Wright to appoint Councilman Smith Post 4 as Mayor
Pro Tem 2010 calendar year; seconded by Councilman Tucker. Motion carried.
Discussion: Special Event Permit Fees (Alcohol Special Event Permit): Councilman Tucker recommended
to the Mayor and Council that the fees should be raised as follows: current special event alcohol catering permit
fee increase from $35.00 to $300.00. Councilman Andrews recommended the restaurant alcohol license fee
increase. Councilman Tucker pointed out that restaurants serving on Sundays already pay an additional Sunday
sales license in the amount of $800.00 over the standard alcohol licenses. Mayor Harley
asked how many special event permits has the city issued in the last year. City Clerk Bedingfield stated she didn’t
have the specific number on hand. City Administrator Eidson stated that requests for these permits have
increased due to the opening of the Galleria Conference Center.
If the Council moves forward and approves recommendation then it would be appropriate to direct City Attorney
Tydings to draft an Ordinance amending the current alcohol ordinance fees as follows: Cater Event Permit :
$300.00, Beer –On/Off Premises $ 500.00, Wine- On/Off Premises $500.00. No motion or action taken.
Authorization to add Mayor John R. Harley as signatory on all Bank Accounts: Motion made by
Councilman Wright to add Mayor John R. Harley as signatory on all City of Centerville bank accounts/ signatory on
checks; seconded by Councilman Tucker. Motion carried. A check requires two signatures on all
accounts.
Mayor’s Day Attendance by City Administrator and City Attorney: City Administrator Eidson informed
the Mayor and Council that funds were not included in the 2009-2010 budget for the City Administrator and City
Attorney to attend the upcoming GMA Mayor’s Day Conference in Atlanta January 22-25, 2010. Some members of
council had indicated their desire that both staff members attend with the Mayor to introduce him to the many other
elected officials, stated and local, that always attend the meeting. City Administrator Eidson provided
estimated cost of $ 2,5oo.oo to include: meals, registration fees, lodging, and mileage. City Administrator
Eidson made recommendation to transfer funds from the General Fund Contingency to cover this unbudgeted
expenditure.
Motion made by Councilman Smith to authorize expenditure ( Mayor’s Day Training/ City Attorney Tydings/ City
Administrator Eidson) and to transfer funds from the General Fund Contingency to cover the costs associated
with this expenditure; seconded by Councilman Andrews. Motion carried.
Comments from Council Councilman Tucker publicly thanked Jeanne and Doug Bauer, Morgan and Kelly Law
for all their help with and work on the Christmas Lights display.
Councilman Wright invited everyone to come and have refreshments after the meeting to welcome the new Mayor.
Mayor Harley thanked his family and friends for all of their support. Mayor Harley stated that he will be
working with a lot of wonderful people at the city and looks forward to working as a team.

7:30pm; seconded by Councilman Wright. Motion carried.
