Regular Council Meeting
May 5, 2009
Meeting called to order by Mayor Edwards at 7:00pm.
Invocation given by Councilman Andrews.
Pledge of Allegiance led by Councilman Wright.
Present were Mayor Harold M. Edwards, Jr., Councilman Cameron Andrews, Councilman Randall Wright, Councilman
Edward Tucker, and Councilman Robert Smith, Jr. Also present City Administrator Patrick Eidson and City
Attorney Rebecca Tydings.
Adoption of Minutes
April 7, 2009 Pre Council Meeting: Motion made by Councilman Wright to adopt minutes as written; seconded
by Councilman Andrews. Motion carried.
April 7, 2009 Regular Council Meeting: Motion made by Councilman Andrews to adopt minutes as written;
seconded by Councilman Wright. Motion carried.
April 21, 2009 Council Work Session: Motion made by Councilman Andrews to adopt minutes as written;
seconded by Councilman Tucker. Motion carried.
Discussion: Middle Georgia Clean Air Coalition Grant: Mayor Edwards entertained motion seeking
authorization to support Mayor Reichert’s backing of the GENSET technology (Norfolk Southern and any other clean
air items ex: school buses).
Motion made by Councilman Wright authorizing Mayor Edward’s support to Mayor Reichert (Mayor / City of Macon)
with GENSET technology; seconded by Councilman Tucker. Motion carried.
Mayor Edwards will be attending meeting, Wednesday May 6, 2009 at 9:00am; City of Macon, Mayor Reichert’s
Office.
Discussion: Houston County Detention Facility Inmate Fee Increase: Mayor Edwards reported to
Council as a point of information about a letter included in each Council member’s folder from Houston County
Commissioner Ned Sanders. The City’s inmate housing fee will increase $5.00 per inmate per day, for a new
total rate of $59.00 per inmate per day. Funds to absorb this increase were included in the proposed FY2010
Budget. No motion or action taken.
Fire Department Engine I Update: City Administrator Eidson stated that Engine I has been repaired;
total cost $1,490.27 (Alternator & Belt). Mr. Eidson will provide a written notification concerning the
repair and all final cost to Council by the end of the week.
Thomson Road Utility Line Relocation: Motion made by Councilman Andrews to approve relocation
of the water main and associated infrastructure in conjunction with the Thomson Rd widening project in an estimated
amount of up to $175,000; seconded by Councilman Wright. Motion carried. Crime Stoppers
Donation: City Administrator Patrick Eidson stated as a point of information that Chief Cooper will
donate $1,000.00 to Crime Stoppers from the department’s confiscated funds account and verified that this is an
acceptable use of those funds, according to Mr. Eidson’s research. No motion or action taken.
Comments from Audience
Police Chief Cooper reminded Mayor and Council that next week
is National Law Enforcement week (May 18-22, 2009). There have been (6) officers killed in the line of duty
in Georgia. There will be memorials recognizing these officers.
Toni Copeland, 113 Church Street, stated that she has
lived in Centerville for (30) years, first time that she had to call Police. Mrs. Copeland commended
department on their professionalism and prompt response.
Houston County Commissioner Jay Walker stated that he has
heard positive comments about the Police Department from various clients.
Motion made by Councilman Wright to enter into executive session (personnel matters) at 7:14pm; seconded by
Councilman Andrews. Motion carried. Executive session
adjourned at 8:20pm; Mayor and Council did not reconvene.
