Council Work Session
May 19, 2009

Meeting called to order by Mayor Pro Tem Tucker at 5:00pm.

Present were Mayor Pro Tem Edward Tucker, Councilman Randall Wright, Councilman Cameron Andrews, City Administrator Patrick Eidson and City Attorney Rebecca Tydings.  Absent: Councilman Robert Smith, Jr. (OOT vacation) and Mayor Harold M. Edwards (OOT personal business).

Affidavit & Resolution Executive Session held on May 5, 2009 (Regular Council Meeting): City Attorney Tydings read resolution. Motion made by Councilman Wright to adopt resolution as written; seconded by Councilman Andrews.  Motion carried.
Affidavit executed by Mayor Pro Tem Tucker and notarized by City Clerk Bedingfield.  Affidavit & Resolution attached and made part of official minutes.  

Discussion: Surplus Property (1984 SPIR Mobile Home) Utilities Department:  Councilman Wright made motion to place mobile home on govdeals.com for auction with no reserve but with right to reject high bid; seconded by Councilman Andrews.  Motion carried.

FY 2009 – 2010 Budget Presentation to Mayor & Council: City Administrator Eidson presented budget to Mayor and Council for review.  No formal overview presentation tonight, this will be done at the Regular Meeting on June 2, 2009 at 7:00pm with proposed adoption June 16, 2009.  City Administrator Eidson referenced Exhibit B (Annual Budget Summary) & Exhibit C (standard line item for justification).   

Councilman Tucker requested clarification on (Transfer In and Transfer Out) item.  City Administrator Eidson recognized City Accountant Williams.  The transferred funds come out of the Enterprise Fund and will be transferred into the General Fund.  Summary of FY2009-2010 Budget available for the public in City Clerk’s Office.  No motion or action taken.
