Present were Mayor Harold M. Edwards, Jr., Councilman
Cameron Andrews, Councilman Randall Wright, Councilman Edward Tucker and Councilman Robert Smith. Also
present City Administrator Patrick Eidson and City Attorney Rebecca Tydings. Absent City Clerk Krista
Bedingfield; out of the office attending seminar/training.
Adoption of Minutes
July 1, 2009 Special Council Meeting: Motion made by Councilman Tucker to adopt minutes as written;
seconded by Councilman Wright. Motion carried.
July 7, 2009 Pre Council Meeting: Motion made by Councilman Smith to adopt minutes as written;
seconded by Councilman Andrews. Motion carried.
July 7, 2009 Regular Council Meeting: Motion made by Councilman Wright to adopt minutes as written;

Discussion Repairs on Pavilion: Councilman Randall Wright reiterated that Centerville Sanitation had
donated labor & materials to replace facial boards, framing and felt for pavilion repairs. Keep
Centerville Beautiful has agreed to donate an additional $500.00 toward the cost of re-roofing the pavilion.
The total cost of re-roofing and pavilion repairs is $1250.00. Councilman Wright recommended that the city
pay remainder $750.00 for roofing and repairs. All of the work is being done in preparation for
upcoming community events planned by Jeanne Bauer. Expenditure would come from the Enterprise Contingency
Fund (Water & Sewer).
Motion made by Councilman Wright to approve $750.00 expenditure for roofing materials and repairs on the pavilion
with funds to come from the Water & Sewer Enterprise Fund; seconded by Councilman Smith. Motion
carried.
Centerville Police Department/DEA Detachment: See discussion of this item in Pre-Council
minutes. Motion made by Councilman Tucker authorizing Police Chief Cooper to sign DEA agreement; seconded by
Councilman Smith. Motion carried.
Comments from Council
Mayor Edwards stated that he was glad to be back.
Comments from Audience
Clay Peacock, 209 McIntosh Lane: presented a packet to the Mayor and Council of information where
other government entities have gone to a four day extended hour work week to save money on utilities to avoid the
need for a future tax increases. The information was given to City Administrator Eidson to
review.
John Cox, 103 Chase Circle, commented on the Sentry Oaks project, stating that Mike Reese (project
general contractor, owner Cherokee Grading) is doing a great job. Mr. Cox asked the following questions.
- To whom is the $250.00 tap fee paid? Utilities Superintendent Brumfield stated the fee is paid to the
City of Centerville through the water office.
- Mr. Cox wanted to know if he could run his own line and avoid fee. Utilities Superintendent
Brumfield stated “no”, this is a tap on fee (user fee), not a charge to run the line on private property, which
is done at the owner’s expense.
- Any permit fees? Utilities Superintendent Brumfield stated “yes”.
- Will the City Building Inspector check for code compliance? Utilities Superintendent Brumfield
confirmed “yes”, that inspection would have to be complete and passed before the line could be covered
up.
- Will streets be resurfaced? Utilities Superintendent Brumfield stated “no”, current plan is to
cover/patch only. Mr. Cox also asked the city to consider his street, Chase Circle, for
resurfacing.Utilities Superintendent Brumfield stated that Chase Circle is currently on the priority list for
resurfacing.
- Mr. Cox stated that he had purchased home on cul-de-sac for privacy and security. Due to the
new construction traffic has increased behind Warner Robins Supply and Wal-Mart. Wanted to know if
Warner Robins Supply could put up a privacy fence to block access to cul-de-sac? City will look into
requisite buffer or other barrier between commercial and residential property. Chief Cooper also said he
would station patrols in the area to check on people crossing private property and riding motorcycles and four
wheelers in the area.
