Regular Council Meeting
November 10, 2009
Meeting called to order by Mayor Pro Tem Tucker at 7:00pm.
Present were Mayor Pro Tem Edward Tucker, Councilman Cameron Andrews,
Councilman Randall Wright, City Administrator Patrick Eidson and City Attorney Rebecca Tydings. Absent:
Mayor Harold M. Edwards, Jr. (out of town; birth of grandson) and Councilman Robert Smith, Jr.
(illness).

Pledge of Allegiance led by Councilman Wright
Welcome extended to all by Mayor Pro Tem Tucker recognizing today as the
234th birthday of the United States Marine Corp.
In addition, congratulated Mayor Elect John Harley.
Adoption of Minutes -Motion made by Councilman Andrews to adopt all minutes as written and as
a group; seconded by Councilman Wright. Motion

Fire Department: Removal of City Equipment from
Inventory: Motion made by Councilman Andrews to dispose
of all equipment either by donation (hose cleaner and hose roller would be given to Dexter Volunteer Fire
Department) or by sales; seconded by Councilman Wright. Motion carried.
Other items (FD freezer; Municipal Court – chair and utility table
ok to be sold/disposed of by Dept. Head – included in motion.)
Municipal Court: Removal of City Equipment
from Inventory: See above motion which includes Municipal Court equipment: chair and utility
table to be sold by Department Head – included in motion.
Discussion Animal Shelter: City
Attorney briefly updated to Council that she is working with Warner Robins City Attorney Jim Elliott. There
is no time frame for when additional space will be available because the City of Warner Robins is going to seek
bids for construction of additional pods. No action necessary.
Concrete Pad for Recycling Center:
Motion made by Councilman Wright to deny request to pour concrete pad at recycle center to park fire truck;
seconded by Councilman Andrews. Motion carried.
Update: Storm Water Utility: - City
Administrator Eidson updated Council on status of project. A copy of the presentation is attached (short
document) summarizing steps necessary to carry utility to implementation. City Administrator Eidson
reiterated to Council to read the document and bring questions and or comments to the work session next week
(November 17, 2009) so an educated decision can be made to proceed or not. No formal action
taken.
G-RAMP Update: City Administrator Eidson
updated Mayor and Council on meeting he attended on Tuesday at Middle GA Regional Commission. Pointed out
that the focus is shifting from a “Warner Robins project” to a “regional project”. A copy of the
presentation to include a table showing number of Robins Air Force Base jobs per county over the Middle GA
area. There was some discussion about financial participation in the Environmental Study estimated cost
of $200,000 that could be based on the employment figures and then broken down within county further, possibly by
population of cities and county. In addition, a copy of summary document presented at the meeting that talks
more about the G-RAMP concept was shared with council members (attached to these minutes). No action
necessary at this time.
Collins Avenue TE Project Contract:
Motion made by Councilman Wright authorizing City Administrator as signatory to execute contract on behalf of
City; seconded by Councilman Andrews. Motion carried. Comments from Council
Councilman Tucker talked about DDA’s plans for the
holiday season. Plans are to hold fundraisers to support nature center to include Christmas tree sales; light
display in park/nature center; and memory tree. Councilman Wright elaborated about the Memory Tree, the
lights cost $5.00, lights can be purchased in honor/memory of someone. The lighting of the tree will be
December 4, 2009, City Hall, small reception to follow. For further information individuals may contact DDA
Chairman Jeanne Bauer, Councilman Edward Tucker, and Councilman Wright. Comments from Audience
DDA Chairman Jeanne Bauer reported that Larry Coy
will deliver the Christmas trees within a 5 mile radius of Centerville. In addition, a rebate coupon will be given
at the time of the tree purchase and if the tree is brought back for recycling, the purchaser will receive a $5.00
rebate. Must have original rebate coupon in order to receive refund.
Mayor Pro Tem Tucker adjourned the meeting at 7:22 p.m.
